we need a better implementation for when file exists.

currently it's temp state based off the dialog (captcha|password) not answered. On restarting or clearing it will re-enable mirrors.

Problems exists when
a) user doesn't auto remove package from queue on 100% complete
b) user delete content from disk and leaves a) in list, mirrors will auto redownload content already downloaded.

need to take into consideration
a) users default 'if file exists on disk' global setting.
b) when skip if exists rules been defined, use new state.
