Confirmed on XP and W7 - Polish.
When foldername has Russian letters - JD2 can't open location.
How to test: rename package in Linkgrabber (example name: "???"), use standard packagizer rule: create folder based on packagename, download. JD2 will download sucessfully but can't open this folder from the right mouse button menu.

Folder is opened with no problem by system tools (windows explorer) or by other filemanage (Total Commander in my case) outside JD.
Seems like rather Windows Explorer has gotten a folder name from JD as parameter but it can't "understand" it.
Explorer reports that (see screenshot):
Subfolder '???' (changed from '???') is not available.
File name, folder name or volume label is incorrect.
