1. Enable the extract "Create Subfolder" option with "%PACKAGENAME%" as the name of the subfolder.
2. Download any .rar archive with some files, do NOT let JD unpack it.
3. In JD, select Tools -> Extract Files -> Select the downloaded file
--> JD will unpack it but because there is no packagename available, it might create a mess.
To avoid that, the user would have to use "%ARCHIVENAME%" as subfolder name in the options but then again, you have the mess with JD downloads.
My suggestion:
Either find a good default setting for that or change the behavior so that for manual extract, if the user used "%PACKAGENAME%" OR "%ARCHIVENAME%", JD should always use the name of the archive as foldername.
