Incorrect Captcha responses must not result in a permanent error

Currently, after a number of incorrect Captcha responses, an incorrect status is displayed (usually "Plugin Outdated" or "Fatal Error") and the link is marked with a permanent error icon. This means that the link must be resumed to retry the Captcha. This misdiagnosis is unacceptable. This has become a severe problem with the addition of windows_antirecaptcha (which is wrong most of the time).

JDownloader must recognize when an Captcha_Incorrect_Response has occurred or a Captcha_timeout has occurred. The Captcha_Incorrect_Response should move to the next eligible link. However, when the next controller reaches the bottom of the Links List looking for an eligible link, all links with Captcha_Incorrect_Response status should have this status removed, so that the link can be retried.

Captcha_timeout should be in the User_Needed status class (when there is an indication that the user has returned, all links with the User_Needed status should have that status removed, so the link can be retried).
