Account usage rules: Add ability to add rules for hosts even if user does not have an account at the moment

At the moment:
-User can only add usage rules for hosts they have accounts for
-If then, the user does not have accounts for a particular host anymore, the rule will still work
--> But it is not possible to add rules for hosts which the user does not have accounts for at the moment
It should be possible to add usage rules for all hosts which support premium account regardless whether a user has accounts for them at the moment or not.
(As said, basically this is already possible but you need to have a premium account in order to create that usage rule!)
A friend actually told me about this.
He wanted to be able to add all urls but he wasted a lot of time to disable urls for a host which he does not always have an account for (share-online.biz).
So if he was able to make a usage rule for this host & disable free download he would not be forced to manually disable the URLs of this particular host and at the same time, once he has an account for that host or needs to download single files (mirrors) via free mode he can easily do this.
