Installer should set reasonable values for download parameters

A lot of users have reported that Max. Con. was set to 20 when JD was installed.
A reasonable compromise is Maximum Connections per file = 3, Maximum simultaneous downloads per host = 3, and Maximum Downloads = 4.
These are numbers that should work for almost everybody. They are not optimal. For a 400 KBytes/sec connection, Maximum Connections should probably be 1 and Maximum simultaneous downloads per host = 1. But we do not know the download speed of the connection. A high-speed cable connection (non-throttled) tops out at about 5000 KBytes/sec.
