-Is auto reconnect enabled?
-Am I allowed to reconnect only for resumable or also for non resumable downloads?

Imagine you have 2 JDownloaders, running in the same network, both got the same external network IP.
JD_a wants to reconnect -> Check if it's allowed to -> Reconnects -> Kills downloads of JD_b

IDEA:
Imagine you have 2 JDownloaders, running in the same network, both have the same my.jdownloader account configured and got the same external network IP.

Reconnect check routine:
-Is auto reconnect enabled?
-Am I allowed to reconnect only for resumable or also for non resumable downloads?
-NEW: Am I allowed to reconnect -> Ask my.jdownloader API

1. JD_a requests a reconnect (reconnect routine first).
2. Myjd checks if other running JDs are active and asks if a reconnect is ok.
3.a -> Reconnect allowed -> Reconnect, also interrupt the downloads of JD_b and start them again once the connection is back.
3.b -> Reconnect not allowed -> Wait till the next try

That's how I imagine it and I think it's a great idea of this user!
